How to Convert Hours & Minutes to Payroll Decimals
Some payroll, billing, and time-entry systems use decimal-hours fields (base 10) rather than hours and minutes (base 60). Entering “7.30” creates an unintended discrepancy ONLY when a software field expects decimal hours and the user intended 7 hours 30 minutes, because 7.30 decimal hours mathematically represents 7 hours and 18 minutes (0.30 × 60 = 18 minutes).
Formula: Hours & Minutes → Decimal Hours
Example: 8 hours and 36 minutes = 8 + (36 ÷ 60) = 8 + 0.60 = 8.60 decimal hours.
Formula: Decimal Hours → Hours & Minutes
Example: 7.80 decimal hours: Whole hours = 7. Minutes = 0.80 × 60 = 48 minutes (7 hours 48 minutes).
Standard Quarter-Hour (15-Minute) Decimal Equivalents

Time-Clock Rounding Conventions vs. Mathematical Conversion (29 CFR § 785.48)
This calculator performs pure mathematical conversion between base-60 clock minutes and base-10 decimal hours. It converts your exact entered minutes without altering punch timestamps.
In workplace timekeeping, certain rounding practices are recognized federally under 29 CFR § 785.48(b) when, over time, they do not result in employees being undercompensated for the time actually worked. Under the commonly used nearest-quarter-hour convention (often referred to informally as the “7-minute rule” or “7/8 minute practice”, though not the formal statutory name of the regulation), punches are rounded to the nearest 15-minute interval throughout the complete hour cycle:
*Regulatory context: Under 29 CFR § 785.48(b), an employer's rounding practice must average out neutrally over time so that it does not result in a failure to compensate employees fully for all hours actually worked.*
